Low-Income Home Energy Assistance Program (LIHEAP) Subsidy Component and new Healthy at Home Utility Assistance Program

Louisville Metro Office of Resilience and Community Services is accepting appointments for the annual Subsidy Component of the Low-Income Home Energy Assistance Program (LIHEAP) from November 1 through December 11, 2020, or until funds are depleted.

The Subsidy Component is designed to help low-income residents offset home heating costs based on a household's income and primary fuel type, providing a one-time payment to the utility vendor. In response to the COVID-19 pandemic, income eligibility has been increased to 150% of the Federal Poverty Guidelines.

Appointments are also being accepted for the new Healthy at Home Utility Assistance Fund, designed to assist people in danger of losing their natural gas, water, wastewater, or electricity. Households who have an income up to 200% of the Federal Poverty Line and who have been economically impacted due to COVID-19 can apply. Households can receive assistance for the minimum needed to alleviate the water and wastewater crisis up to $500. Households can reapply until they have reached the maximum benefit.

Residents can apply for both LIHEAP and Healthy at Home with one single appointment.

Both programs are administered locally by Louisville Metro Office of Resilience and Community Services (RCS). Appointments are required in advance to apply for both programs utilizing an automated appointment system as described below.

LIHEAP (Low Income Home Energy Assistance Program)

  • How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.
  • Eligibility: Households within 150% of 2020-21 Federal Poverty Guidelines.
  • Documentation:
  • Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
  • Proof of all household's (all members) income from the preceding month. All individuals 18 or over in the household with no income—and no way to document that status such as a Food Stamp Award letter—must have a Proof of No Income Form completed prior to applying for benefits.   • Most current heating bill, statement from your landlord if heating expenses are included in your rent, or a statement from utility company if you participate in a Pre-Pay Electric Program.

Healthy at Home Utility Relief Fund

Eligibility. Households within 200% of the Federal Poverty Guidelines who have been economically impacted due to COVID-19.

Documentation:

  • In addition to documentation listed for LIHEAP, include most current Louisville Water Company bill and/or MSD bill
  • Proof of arrearage, payment plan, or disconnect notice for utilities
  • Completed and signed Remote Processing form mentioned above

Copies of LIHEAP and Healthy at Home required documentation, along with the downloadable Family Profile form and the Remote Processing form, should be dropped off at the RCS site you select, on the day of your appointment.

Applicants will be contacted by RCS staff within 72 hours (3 business days) of the appointment time.

Payments for both LIHEAP and Healthy at Home will be made directly to the vendors (i.e., LG&E, Louisville Water Company, MSD).

Also new this LIHEAP season, RCS is proud to administer the Home Energy Assistance program—or HEA—offered by LG&E, which provides a monthly benefit (formerly ASAP program). Eligible residents who are active LG&E customers will be automatically enrolled to be a potential participant for the HEA when they apply for LIHEAP Fall Subsidy.
Only a portion of the applications will be selected to participate in the HEA Program. More info can be found here.

All RCS and LIHEAP offices remain closed for walk-in clients in an effort to help stem the spread of COVID-19. Staff are serving clients remotely via phone and secure drop boxes.

LIHEAP is funded by a pass-through block grant from the U.S. Department of Health and Human Services. The Healthy at Home Utility Relief Fund is made possible by a $15 million allocation by Governor Andy Beshear in federal COVID-19 relief funds for at-risk Kentuckians.
